  • The descriptions of tbio and tchem are on the wrong values.
    • tbio says the targets "have activities in ChEMBL, Guide to Pharmacology or DrugCentral that satisfy the activity thresholds": that's Tchem, targets with potent bioactives.
    • tchem says they "do not have known drug or small molecule activities that satisfy the activity thresholds" but have GO leaf terms with experimental evidence and so on: that's Tbio, targets with biological knowledge.
    • The enum's own description has the levels right ("Tchem (targets with potent bioactives), Tbio (targets with biological knowledge)"), so only the two value descriptions are swapped.
  • Why it matters: anyone mapping IDG target development levels by reading the descriptions (a person, or an agent using the model) will mark Tchem targets as tbio and the reverse.
  • The change swaps the two description texts in biolink-model.yaml, word for word; nothing else changes. The Tbio text has a garbled clause ("target is above the cutoff criteria for the target is annotated with …") that I left as it is.

Checked locally: yamllint, make lint (no problems) and make test-python (25 passed).

- tbio's description defined Tchem (activities in ChEMBL, Guide to Pharmacology or DrugCentral
above the thresholds) and tchem's defined Tbio (no such activities, but GO leaf terms with
experimental evidence); the enum's own description had them right
