fix(ci): increase issue triage step timeout to 15m to prevent bun install timeouts

The step Run Claude Code for Issue Triage in .github/workflows/claude-issue-triage.yml has timeout-minutes: 5. Cold dependency installs via Bun take ~300s, causing Error: The action has timed out before triage starts. Bumping to 15m resolves the issue.

The fix is ready on my fork branch akhil9tiet/claude-code@fix/99418-triage-timeout (one-line change: timeout-minutes 5 → 15 on the triage step). Opening a PR doesn't seem possible from outside, so linking the branch here in case a maintainer wants to pull it in.
