feat(lease): add timer-based lease expiry tracking - #215

Lease controller now tracks lease expiry using per-lease timers. When a lease is acquired, a timer is set to fire at its expiration. On expiry, the controller re-checks the lease and forwards a LeaseExpired event if it is still expired. Timers are recovered on startup. This improves accuracy and responsiveness of lease expiry handling.
