[audit-high] Replay-safe idempotency keys across SDK and framework wrappers - #86
Retrying a billed call after a lost response could charge the wallet twice. The SDK sent no idempotency key unless the caller passed one, its charge method had no safe retry of its own, the deprecated edge and legacy invoke paths sent no key at all, and the framework governed_tool wrapper minted a fresh random key per call, so an ordinary retry of the same tool call looked like a brand new charge.
Why it matters
A timeout or dropped connection during a money-moving call could silently bill twice, and framework retries of governed tool calls had no replay protection.
How it was fixed
Ports agentmiddleware/agent-middleware-api PR #616 to this repo (sdk/python and integrations only, no gateway/app product code touched):
AgentMiddlewareClient.charge() now always sends an Idempotency-Key (minted per call when the caller passes none), retries transport failures internally with the same key via new max_attempts, and treats every 409 as an idempotency conflict.
New public b2a_sdk.new_idempotency_key() helper, exported from the package root.
Deprecated B2AEdgeClient.call_mcp_tool and the legacy mcp invoke path accept an optional caller key and otherwise mint one per call (sent as header and JSON-RPC id).
governed_tool derives a deterministic gov- key from permit id, tool name, canonical arguments, and optional action_id (new derive_governed_idempotency_key), so retries replay instead of recharging; explicit caller keys still win.
billable docstring updated to describe the new behavior (no logic change needed).
Tests: new sdk/python/tests/test_idempotency_keys.py, extended sdk/python/tests/test_sdk.py, new integrations/framework_integrations/tests/test_governed_idempotency_keys.py, and updated the replay expectations in gateway/tests/test_framework_inprocess_validator.py (test-only change).
cd gateway && .venv/bin/python -m pytest tests/test_framework_inprocess_validator.py::test_governed_tool_sends_declared_defaults_and_owns_key_handling -q: 1 passed (real server stack, SQLite).
Fail-without-fix: same new tests run with PYTHONPATH pointed at pre-fix sources from git show HEAD give 19 failed, 30 passed on the SDK files, and the governed test module fails at import (cannot import name 'derive_governed_idempotency_key').
ruff check on all changed files: clean except one UP035 (typing.Callable in _governed.py) that I verified also fires on the untouched HEAD version, so I left that pre-existing line alone. ruff format --check on touched source and new test files: clean.
Notes for the reviewer
Differences from PR #616, all forced by repo layout: sibling b2a_sdk/ maps to sdk/python/src/b2a_sdk/ and sibling framework_integrations/ maps to integrations/framework_integrations/; the new fake-session governed test lives at integrations/framework_integrations/tests/test_governed_idempotency_keys.py (no repo-root tests dir exists here) with one import-order tweak required by this repo's ruff config; the in-process validator update went to gateway/tests/ (test code only, product code untouched). One behavior note inherited from the reviewed fix: two distinct governed actions with identical arguments and no action_id share a key and the second replays the first, so frameworks should pass their tool call id as action_id. No migrations, no dependency changes.
Draft PR from the Muse Code QA fleet (instance gw-idem-sdk), reviewed by Grok Bot. Not merged or deployed; needs C.Lee's yes.
Note
High Risk
Changes billing idempotency semantics (always keyed charges, 409 exception type) and governed-tool default keys, which can alter double-charge vs replay behavior for existing callers that relied on unkeyed charges or per-call random keys.
Overview
This PR hardens replay-safe idempotency across the Python SDK and framework governed_tool wrappers so retries after timeouts or lost responses are less likely to double-charge.
SDK billing and legacy paths:AgentMiddlewareClient.charge() always sends an Idempotency-Key (auto-minted per call when omitted), adds max_attempts to retry transport failures with the same key, and maps every HTTP 409 to IdempotencyConflictError. New public helper new_idempotency_key() is exported from b2a_sdk. Deprecated B2AEdgeClient.call_mcp_tool, mcp.invoke_service, and the MCP serve path now attach keys on the wire (header + JSON-RPC id where relevant); governed MCP tool calls read the retry key from request metadata io.agentmiddleware/idempotency_key instead of a tool argument.
Framework governed tools: When callers omit idempotency_key, the wrapper no longer mints a random UUID—it derives a stable gov-… key via derive_governed_idempotency_key from permit id, tool name, canonical arguments, and optional action_id (also reserved/stripped like idempotency_key) so identical logical retries replay; distinct actions with the same args need an explicit key or action_id.
Tests and changelog document the new semantics; the in-process gateway test now asserts wallet balance and receipt replay under derived keys.

The PR adds deterministic idempotency keys to governed framework calls and generated or caller-supplied keys to Python SDK billing and MCP paths. Charge requests can retry HTTP errors with the same key up to max_attempts. Tests cover key derivation, reuse, validation, distinct actions, and retry exhaustion.
Governed calls derive keys from the permit, tool, arguments, and optional action_id when no key is supplied. Tests cover key derivation, validation, invocation reuse, and distinct actions.
Charge key generation and retries sdk/python/src/b2a_sdk/client.py, sdk/python/src/b2a_sdk/__init__.py, sdk/python/src/b2a_sdk/decorators.py, sdk/python/tests/test_sdk.py
charge() generates a key when needed and reuses it for HTTP-error retries up to max_attempts. The helper is exported, and tests cover retries, exhaustion, and invalid attempt limits.
The legacy edge and MCP invocation paths accept caller keys or generate keys, then send them with requests. Tests cover generated and reused keys, key validation, and metadata handling.
Retries of governed MCP tool calls that carry no stable key can still bill twice. Immediate charge retries can also fail with a conflict error in the lost-response case they are meant to handle. The changelog does not describe the changed charge() behavior. Fix the MCP key handling before merge; the other two items are small follow-ups.
Security architecture risk: Moderate · up to 254a4
Stable keys improve protection against duplicate charges, and existing wallet and permit authorization remains in place. However, the MCP retry-key contract changes incompatibly, and automatically generated keys are not preserved for callers completing deferred approvals. These gaps can cause repeated billed operations or prevent an approved operation from resuming.
Retained concerns
Medium · security · inferred: The registered MCP tool previously accepted idempotency_key as a tool argument; it now reads retry identity exclusively from request _meta. Existing callers using the former contract no longer control the outbound key. If their requests remain accepted, each retry receives a fresh UUID and can dispatch and bill again within existing wallet and permit authority. Updated callers using metadata retain replay protection; strict clients may instead reject the incompatible schema. Neither outcome preserves the former contract.
Medium · reliability · inferred: When MCP request metadata omits a key, the adapter generates one but does not return it with human_approval_pending. Approval ownership includes that key, so retrying after approval generates a different identity and cannot resume the original approval. This newly reachable default path can strand approved work and create additional approval requests. The gateway still fails closed before charging or dispatching; this is an approval-lifecycle recovery failure, not an approval bypass.
Security review details
Security Blast Radius
inferred — The identified exposure is repeated billed tool execution or failed approval resumption under credentials already configured in an MCP adapter. Its scope is the wallets and tools those credentials and permits authorize; the inspected changes do not establish cross-tenant replay access or additional credential authority.
Security Findings and Attack Paths
inferred — A caller using the former argument-based retry contract can lose replay identity at the adapter boundary. Where such requests are accepted, fresh outbound keys make retries separate operations, permitting additional dispatches and charges subject to existing authorization and budgets. Correctly supplied request metadata avoids this path.
Trust Boundaries and Controls
observed — Human approval remains a pre-effects gate. Pending approval abandons the temporary idempotency record without charging or dispatching; rejected or expired approval produces a terminal denial. Thus the missing recovery key does not itself bypass approval.
Resilience and Maintainability Implications
inferred — Approval lookup requires the original invocation key, but the adapter's pending result contains approval details and retry guidance without its generated key. Caller-supplied metadata preserves recovery identity; the default generated-key path does not.
Hardening Proposals
proposed — Make retry identity explicit throughout the MCP lifecycle: provide an intentional migration or rejection path for the former retry argument, and require or return a reusable caller-visible key whenever execution can pause for approval.

Bind a declared action_id parameter before removing it from dispatch.
The wrapper pops the reserved action_id keyword before signature.bind. A stub that declares its own action_id parameter then fails or sends the wrong value:
Required parameter: a supplied action_id is removed before binding, so signature.bind raises TypeError for the missing argument.
Optional parameter: bound.apply_defaults() inserts the declared default into arguments, and that default is sent to the server. The docstring states that a declared action_id is consumed and never sent to the server.
Bind the supplied value for signature binding only. Remove action_id from arguments after apply_defaults(). The derived key already uses the action_id local, so it still includes the caller's value.

Main merged (254a4d8/6289ee02); 5 behind main but merges clean. Metadata key fixed: reads io.agentmiddleware/idempotency_key from meta.model_dump(by_alias=True), matching gateway _IDEMPOTENCY_META_KEY; SDK tests cover it.
Common: heads verified, required CI green, git merge-tree clean vs origin/main, no force-push (fast-forward from prior r17 heads), no fixture/test removals in diff vs main. Full gateway suites: only test_acp_checkout_end_to_end_latency_budget failed under 5-way parallel load; it passes serially (24/24 test_acp_bridge) on every head.
I reviewed this by hand, and I ran the tests locally in a scratch venv at load ~18. The changes are SDK, integrations and tests only, with no gateway/app product code touched.
Correctness:
sdk/python/src/b2a_sdk/client.py charge() is correct. The key is minted once before the retry loop, every attempt reuses it, and only httpx.HTTPError (transport) is retried. The default max_attempts=1 keeps the old single-try behavior, and a non-positive value or a non-int fails before anything is sent. "Every 409 is IdempotencyConflictError" is right now that a key is always sent, and it's called out as a breaking change in the CHANGELOG.
integrations/framework_integrations/_governed.py derive_governed_idempotency_key is a SHA-256 of permit id, tool, sorted-key args and action_id. A caller key still takes precedence, and blank keys and action_ids are rejected. That fixes the retry double charge.
edge_client.py and mcp.py invoke_service: the legacy paths now always send Idempotency-Key, and the JSON-RPC id becomes the key. Caller keys go through _validate_idempotency_key.
mcp.py serve: the key moves from tool arguments to request _meta (io.agentmiddleware/idempotency_key). Permitted calls with no key get idempotency_key_required back instead of a minted key, which is the right fail-closed behavior. test_mcp_serve.py covers this.
Findings, none blocking:
_governed.py: no framework adapter in integrations/ passes action_id (git grep action_id integrations finds no hits outside _governed.py). So two deliberate, identical governed calls through LangChain, CrewAI, AutoGen, Goose or OpenAI now collapse: the second replays the first receipt and the action silently doesn't run again. It's documented and safer than a double charge, but each adapter should pass its framework's tool-call id as action_id in a follow-up.
_governed.py:91: json.dumps(..., default=str) means a non-JSON argument whose str() includes an object address produces a different key per call, which quietly drops back to the old fresh-key behavior. Consider rejecting non-JSON arguments, or documenting that limit.
client.py: the charge() retry sleeps a fixed 0.1 s with no backoff. That's fine at the default of 1 attempt.
Real-data rule: the production code adds no fixtures or synthetic data. The tests use literal ids like "wallet-123", "wallet-1" and "key-1", plus "http://test", as test inputs only. That's not blocking, but drawing them at runtime would match the repo's recent direction.
Resolve _governed.py: keep main's reserved idempotency_key handling
(declared/positional stub parameter consumed, never sent to the server)
and this branch's deterministic key derivation with action_id. Make the
new idempotency tests run without pytest-asyncio (main's CI job) and give
test_governed's FakeSession a permit_id.
This is a delta review of the merge of main into this branch (parents 0ff7533 = PR, 09f617c = main), building on the earlier PASS at 0ff7533. I reviewed it by hand in a fresh /tmp clone on a box, because the usual Mac was offline.
Conflict resolution in integrations/framework_integrations/_governed.py:
The uuid4 fallback is gone. uuid is no longer imported in _governed.py. The remaining uuid4 uses in sdk/python/src (client.py:90 new_idempotency_key, edge_client.py:140, mcp.py:129/202) are this PR's own mint-once-per-call paths, and they are unchanged from 0ff7533 (git diff 0ff7533 45249c3 -- sdk/python/src is empty).
An explicit key still takes precedence. A non-blank supplied key, whether keyword or the stub's positional/declared parameter, sets idempotency_key. The function only derives a key when it is still None (_governed.py ~241). A blank key raises.
When the stub doesn't declare the key, it is popped from kwargs.
When it does, the key is bound, and "multiple values" raises TypeError.
arguments.pop("idempotency_key", None) runs before both derivation and dispatch, so the key never travels in the tool arguments and isn't hashed into its own derivation.
main's blank tool_name check is kept.
action_id is popped before bind, as in the PR.
Nothing was dropped from either side. Against main, the merge differs only in the PR's 12 files plus FakeSession. Against the PR, the integrations and sdk differences are all main's own content (goose, langchain, openai, crewai, tests).
Tests:
test_governed_idempotency_keys.py: the 6 @pytest.mark.asyncio tests became sync tests that wrap each call in asyncio.run. Every await became a call, and the assertions are unchanged. The pytest.raises blocks still wrap the asyncio.run, so the ValueErrors still surface. The CI framework job (ci.yml:324) installs no pytest-asyncio, so this conversion is needed: without it those tests would not have run.
test_governed.py: FakeSession only gains the class attribute permit_id = "permit-test-1", which derivation needs. No assertion changed.
Local runs:
pytest sdk/python/tests passes 433.
pytest integrations/framework_integrations/tests -rs passes 31 and skips 1. The skip is the existing optional langchain_core import in test_tool_factories.py:54.
The CI framework job shows the same 31 passed, 1 skipped.
CI: 47 pass, 4 skipping, 0 failing.
The non-blocking notes from the 0ff7533 review still stand: adapters should pass the tool-call id as action_id, and default=str can make keys unstable.

A stub that declares action_id now binds it normally (required params work by
keyword or position); the value feeds key derivation and is stripped from the
arguments sent to session.invoke, whether declared or passed as an extra kwarg.
6bc7a54, integrations/framework_integrations/_governed.py:198-255: action_id now follows the same rule as idempotency_key. A declared parameter (keyword or positional, required or optional) is left for signature.bind. An undeclared one is popped as an extra kwarg before binding. "multiple values" and blank-value checks apply to both. Both names are popped from arguments before key derivation and session.invoke. A declared optional action_id that is omitted reads from bound.arguments before apply_defaults, so its default is never used as key material (same as idempotency_key). Correct.
Tests: the 2 new tests (test_wrapper_declared_required_action_id_binds_by_keyword, test_wrapper_declared_action_id_is_stripped_from_invoke_arguments) call the real governed_tool. With the CI command (uv --python 3.12, pytest 9.1.1, sdk/python[verify]), the file passes 11/11 at this head. With _governed.py reverted to 58523de, both new tests fail (2 failed, 9 passed).
Threads: Vercel (L198, a required action_id passed by keyword raised TypeError) is fixed by the declared-parameter path and covered by test 1. Bugbot (L247, a declared action_id leaked into invoke arguments) is fixed by the reserved-name pop and covered by test 2.

What was wrong
Retrying a billed call after a lost response could charge the wallet twice. The SDK sent no idempotency key unless the caller passed one, its charge method had no safe retry of its own, the deprecated edge and legacy invoke paths sent no key at all, and the framework governed_tool wrapper minted a fresh random key per call, so an ordinary retry of the same tool call looked like a brand new charge.
Why it matters
A timeout or dropped connection during a money-moving call could silently bill twice, and framework retries of governed tool calls had no replay protection.
How it was fixed

AgentMiddlewareClient.charge()now always sends anIdempotency-Key(minted per call when the caller passes none), retries transport failures internally with the same key via newmax_attempts, and treats every 409 as an idempotency conflict.b2a_sdk.new_idempotency_key()helper, exported from the package root.B2AEdgeClient.call_mcp_tooland the legacymcpinvoke path accept an optional caller key and otherwise mint one per call (sent as header and JSON-RPC id).governed_toolderives a deterministicgov-key from permit id, tool name, canonical arguments, and optionalaction_id(newderive_governed_idempotency_key), so retries replay instead of recharging; explicit caller keys still win.billabledocstring updated to describe the new behavior (no logic change needed).sdk/python/tests/test_idempotency_keys.py, extendedsdk/python/tests/test_sdk.py, newintegrations/framework_integrations/tests/test_governed_idempotency_keys.py, and updated the replay expectations ingateway/tests/test_framework_inprocess_validator.py(test-only change).Tests

Differences from PR #616, all forced by repo layout: sibling
b2a_sdk/maps tosdk/python/src/b2a_sdk/and siblingframework_integrations/maps tointegrations/framework_integrations/; the new fake-session governed test lives atintegrations/framework_integrations/tests/test_governed_idempotency_keys.py(no repo-root tests dir exists here) with one import-order tweak required by this repo's ruff config; the in-process validator update went togateway/tests/(test code only, product code untouched). One behavior note inherited from the reviewed fix: two distinct governed actions with identical arguments and noaction_idshare a key and the second replays the first, so frameworks should pass their tool call id asaction_id. No migrations, no dependency changes.Draft PR from the Muse Code QA fleet (instance

High Risk
Changes billing idempotency semantics (always keyed charges, 409 exception type) and governed-tool default keys, which can alter double-charge vs replay behavior for existing callers that relied on unkeyed charges or per-call random keys.
Overview
This PR hardens replay-safe idempotency across the Python SDK and framework
governed_toolwrappers so retries after timeouts or lost responses are less likely to double-charge.SDK billing and legacy paths:
AgentMiddlewareClient.charge()always sends anIdempotency-Key(auto-minted per call when omitted), addsmax_attemptsto retry transport failures with the same key, and maps every HTTP 409 toIdempotencyConflictError. New public helpernew_idempotency_key()is exported fromb2a_sdk. DeprecatedB2AEdgeClient.call_mcp_tool,mcp.invoke_service, and the MCPservepath now attach keys on the wire (header + JSON-RPCidwhere relevant); governed MCP tool calls read the retry key from request metadataio.agentmiddleware/idempotency_keyinstead of a tool argument.Framework governed tools: When callers omit
idempotency_key, the wrapper no longer mints a random UUID—it derives a stablegov-…key viaderive_governed_idempotency_keyfrom permit id, tool name, canonical arguments, and optionalaction_id(also reserved/stripped likeidempotency_key) so identical logical retries replay; distinct actions with the same args need an explicit key oraction_id.Tests and changelog document the new semantics; the in-process gateway test now asserts wallet balance and receipt replay under derived keys.
