Priority:
Estimated code review effort: 3 (Moderate) | ~20 minutes
Merge Risk:
Minimal · up to 5e473
-
The change makes retried tool calls refuse different arguments and checks receipt identities before saving them. No concrete merge-blocking problem remains in the reviewed changes.
Security architecture risk:
Low · up to 5e473
-
Retries are more tightly bound to the original request, and receipt checks are stronger. Older saved operations retain weaker replay guarantees, while newly saved arguments require appropriate confidentiality controls. No introduced security defect was established in the inspected flow, but deployment coverage is incomplete.
Retained concerns
No architecture-level concerns identified.Security review details
-
Security Blast Radius
- observed — Within the inspected runner, model-supplied function names must resolve through application registration. Requests use the configured wallet, and auto-issued permits restrict allowed tools to the resolved tool with invocation and billing scopes. The PR changes replay enforcement, not this authority-selection path.
Trust Boundaries and Controls
- observed — The runner adds completion checks for wallet, tool, permit, and stable receipt ID. The unchanged shared client already checks request-to-receipt metadata. Neither invocation path automatically verifies receipt signatures; the SDK exposes verification separately. Metadata matching should not be interpreted as cryptographic authenticity verification, and this limitation predates the PR.
Resilience and Maintainability Implications
- observed — The file store provides atomic replacement, not cross-process transactional read-modify-write. Its documented contract remains single-process crash recovery, with database-backed storage required for multiprocess deployments. Sequential run_all ordering is unchanged. These are existing limits on replay guarantees, not new concurrency exposure introduced by this PR.
Hardening Proposals
- proposed — Treat operation stores as sensitive request-data stores: apply access protection and encryption appropriate to tool inputs, define retention around the recovery window, and ensure custom stores preserve argument snapshots across restart and version transitions.

Full review (no earlier REVIEW marker). Retried tool calls are pinned to their recorded tool name, arguments and idempotency keys, and a mismatch refuses replay, so a retry can't charge a different action. Non-blocking: runner.py ~494 persists full tool arguments as plaintext in the operation store. Document that operations.json may hold sensitive arguments, and keep the README example path out of the repo/working tree.

What was wrong
The OpenAI runner treats the model's tool call id as the identity of one charged action. It saved that id before calling the trust plane, but it did not save the arguments. If the process died before the trust plane saw the call, a resume could send different arguments under the same id, and that new body became the charged action. The runner also stored a receipt that named another wallet, tool, or permit, and it saved a blank wallet or a budget the server will reject into the permit request so every retry resent the same doomed body.
Why it matters
A retry is supposed to finish the original action. Without the saved arguments, a crash can charge a different request, and a mismatched receipt can be shown to the model as if this wallet paid for it.
How it was fixed
trueand1stay different actions even though Python treats them as equal.Tests
Added tests in
integrations/openai-agent-middleware/tests/test_governed_flow.pyfor changed arguments, JSON that Python treats as equal, the argument snapshot before the permit call, values that cannot be sent as JSON, receipts for another wallet, tool, permit, or receipt id, a tampered permit id, a blank wallet, and a budget or lifetime the server will reject. Also pinned existing refusals for non-object argument JSON, broken argument JSON, and tool names that collide after the 64 character function-name cut.Confirmed the bug tests fail on the old code. From
integrations/openai-agent-middleware:HEAVY_POOL=setup ~/metacode/fleet/heavy /Users/sellers/metacode/fleet/venvs/gw/bin/python -m pytest tests/test_governed_flow.py -q --tb=line -k 'different_arguments or json_distinct or argument_snapshot or unserializable_arguments or receipt_for_a_different or replayed_receipt or operation_permit_id or blank_wallet or wallet_id_must_be or permit_budget_must or permit_ttl_must'Result: 21 failed, 71 deselected, exit 1. Failures were
DID NOT RAISE ValueError,KeyError: 'arguments_json', and a store file created for arguments that cannot be sent as JSON.After the fix, same directory:
HEAVY_POOL=setup ~/metacode/fleet/heavy zsh -c '/Users/sellers/metacode/fleet/venvs/gw/bin/ruff check src tests && /Users/sellers/metacode/fleet/venvs/gw/bin/ruff format --check src tests && /Users/sellers/metacode/fleet/venvs/gw/bin/python -m pytest tests/test_governed_flow.py -q --tb=short'Result: ruff check passed, ruff format reported 4 files already formatted, 92 passed in 0.65s, exit 0. The test slot pool was busy, so both runs used the setup slot pool through the same heavy wrapper.
Notes for the reviewer
Records written before this change have no argument snapshot. They can still resume, and this runner cannot refuse a changed body locally for those. Keep them with the original transcript. Once the server has seen the original call, it still rejects a different body.
Records with neither a wallet binding nor a permit request snapshot still cannot be checked locally for a wallet change. That limit was already documented.
The runner does not check the receipt signature. A response that copies the right wallet, tool, permit, and receipt id could still lie about the content or the credits. Checking the signature needs the trust plane public key and belongs in the shared SDK.
The client copies the server's Numeric(20, 8) budget rule, including the float round trip. If that server rule changes, this check can drift.
No database migration. A successful call retried with the same arguments behaves as before. A retry that changes the arguments now fails in the runner instead of being sent.
Draft PR from the Muse Code QA fleet (instance
qa5-am-integrations-openai-agent-middleware), reviewed by Grok Bot. Not merged or deployed; needs C.Lee's yes.Note
Medium Risk
Changes idempotency and billing-adjacent behavior for OpenAI tool retries; valid same-id/same-args retries should behave as before, but argument changes now fail client-side and receipt/permit mismatches are rejected.
Overview
GovernedToolRunnernow treats tool-call arguments as part of the charged action identity, not just the OpenAItool_call.id.Before any network I/O it persists
arguments_json(canonical sorted JSON) onOperationRecord, refuses retries whose arguments differ—including cases where Python would treat values as equal (Truevs1)—and invokes the trust plane using the saved body when a snapshot exists. Legacy records without snapshots still resume but cannot be checked locally for argument drift. The runner also rejects mismatched receipts (wallet, tool, permit, receipt id) before storing them, enforces agreement between the operation’s
permit_idand the saved permit record, and validates runner config up front (non-blank wallet, issuable permit budget, positive TTL) so doomed permit snapshots are not persisted. README and refusal tables document the new rules;test_governed_flow.pyadds broad coverage for these paths.Reviewed by Cursor Bugbot for commit 3f6fd57.
