fix(security): never print full partner API key in bootstrap script (code-scanning #13-#15) - #243
Addresses code-scanning alerts 13, 14, 15 (py/clear-text-logging-sensitive-data) in gateway/scripts/partner_api_key_bootstrap.py. Adds --key-file (0600, O_EXCL, checked before minting); stdout shows only a masked key in human, --json (api_key_masked) and --key-only modes. Docs updated. Breaking: pipelines reading the key from stdout must use --key-file. Tests: 31 passed, 1 skipped. Alerts not dismissed.
Note
Medium Risk
Changes credential handling for the gated bootstrap CLI (breaking for stdout-based pipelines) but reduces secret exposure; provisioning API behavior is unchanged.
Overview Stops leaking minted partner API keys from partner_api_key_bootstrap.py stdout/stderr (code-scanning clear-text logging). The full secret is written only via new --key-file (exclusive create, mode 0600, reserved before mint; removed on failed mint/write). --json and human summaries emit wallet/key identifiers only—no api_key. --key-only now requires --key-file and prints the file path, not the secret. Bootstrap HTTP failures report status only, not response bodies.
Breaking: automation that piped jq -r .api_key from stdout must read the key from --key-file instead. Docs (constant-test-loop.md, partner-api-key-bootstrap.md) and contract tests are updated accordingly.

Walkthrough
The bootstrap CLI no longer prints the minted API key. It can write the full key to a new file with mode 0600 and refuse an existing path. CLI output and JSON contain non-secret identifiers, with JSON including the key-file path when provided. Tests cover output modes, secret omission, file permissions, and existing-file handling. The operator instructions and contract tests now use the key-file workflow.
A minted key can still become unavailable if file creation or handoff fails, and the default invocation offers no way to retrieve it. Resolve those delivery risks before merging.
Security architecture risk: Moderate · up to ede28
Removing secrets from normal CLI output is a security improvement. However, file failures or concurrent runs can leave issued credentials without a delivered secret or reported key identifier. Recovery currently requires separate operator action, and existing stdout consumers must migrate.
Retained concerns
Medium · security · inferred: Remote credential issuance and local delivery have no coordinated failure recovery. An unwritable or missing parent directory, a destination collision during provisioning, or a write failure can occur after the remote key is committed but before its secret or key identifier is delivered. The CLI does not revoke that issuance, and the documented wallet-resume flow can mint another key. Existing-path rejection and exclusive creation prevent overwrite but do not prevent unmanaged issued credentials in these new failure states.
Security review details
Security Blast Radius
observed — Issuance remains an authenticated operator operation. The API-key service associates the issued credential with the selected agent wallet and inherits its tenant. The documented credential serves agent permits, MCP, and billing calls; the PR does not add a public minting route or increase issuer authority.
Security Findings and Attack Paths
inferred — The supported introduced concern is unmanaged issuance, not demonstrated secret theft or authentication bypass. A destination created during provisioning, or an ordinary filesystem failure, can strand an already committed wallet credential. Repeated attempts can create additional credentials unless operators separately identify and revoke prior issuances.
Trust Boundaries and Controls
observed — The bootstrap transport controls remain intact: remote URLs require HTTPS, the bootstrap credential is sent in X-API-Key, ambient proxy settings are disabled, and redirects are not followed. Normal output now separates the minted secret from non-secret identity metadata.
observed — The existing HTTP-error path still sends a bounded server response-body excerpt to stderr. This behavior predates the PR; whether server errors can reflect secrets was not established, so the normal-output improvement is not proof of an absolute no-secret-on-error guarantee.
Resilience and Maintainability Implications
observed — The server offers key listing, revocation, and opt-in issuance idempotency. These limit the recovery gap but are not used by the bootstrap failure path. Idempotent replay returns metadata without the plaintext secret, so it cannot itself recover a secret lost before file delivery.
Hardening Proposals
proposed — Reserve a private destination before remote side effects, verify complete secret persistence, and define recovery for failed delivery. Preserve non-secret issuance identity so operators can identify and revoke stranded keys, with explicit handling for interruption and concurrent attempts.

Create the key-file directory in the operator example.
If $HOME/.config/amw does not exist, os.open() cannot create partner-agent-001.key. The example then fails after minting the key. Add a step to create the parent directory with restrictive permissions before running the provisioner.

Complete the write and remove a failed key file.
os.write() can return fewer bytes than requested without raising. This code treats that result as success and leaves a truncated credential. If the write raises, the partial file remains and O_EXCL rejects a retry at the same path. Write until all bytes are stored, and remove the newly created file on failure.

Remove the masked-key derivation so no stdout/stderr output derives from
the minted secret. stdout carries identity fields only (key id, wallet
ids, key prefix); the secret flows solely to --key-file. Align the docs
recipes and doc-contract test with the new output, and generate test
fixtures at runtime.

Keep the key file if secret storage fails.
If gh secret set fails, the next command still removes the only local copy of the minted key. Delete the file only after the secret-store command succeeds, for example with gh secret set ... < "$KEY_FILE" && rm -f "$KEY_FILE".

Require a destination before minting an API key.
If an operator omits --key-file, provision() still mints a key, but the CLI neither stores nor prints its secret. The CLI exits successfully with an active key that the operator cannot retrieve. Reject this invocation before provisioning, or require another secure destination for the secret.

Code-scanning alerts #13–#15 (clear-text logging): the bootstrap script never prints api_key or bootstrap_key. The human, --json (api_key_masked) and --key-only modes print only masked or ID values. The new --key-file writes the key with 0600 and O_EXCL, and is checked before minting.

Breaking change: pipelines that read the key from stdout must switch to --key-file. Please call this out in the CHANGELOG, which the diff does not touch.
Assert that an existing key-file path causes no provisioning POST.
main() currently rejects the path before calling provision(), but this test does not check that ordering. The fake client can complete provisioning if the guard moves later, and the test can still pass on the later "already exists" error. Reuse a pre-created fake client and assert client.posts == [].

FAIL because five unaddressed threads report that the one-time key can be lost:
bootstrap.py:315 (Cursor, High): the key is minted before _write_key_file. If the parent directory is missing, or the create fails, the secret is lost.
bootstrap.py:315 (CodeRabbit, Major): without --key-file, an active key is minted that nobody can retrieve.
bootstrap.py:46 (Minor): a short os.write isn't checked, and a partial file isn't removed.
docs/partner-api-key-bootstrap.md:32 (Major): there's no mkdir -p step for $HOME/.config/amw.
docs/constant-test-loop.md:122 (Major): rm -f "$KEY_FILE" runs even if gh secret set failed.
Also still open from r22: the breaking change isn't in the CHANGELOG.

Codex read-only review of #243 at ede288a. Fixed: full key no longer printed in clear text (CodeQL clear-text logging); test fixtures are runtime-generated. Still open:
partner_api_key_bootstrap.py:287 vs :315: key is minted in provision() before _write_key_file() exclusively reserves the output path; the earlier existence check is not a reservation, so a collision loses the one-time secret.
partner_api_key_bootstrap.py:44: single os.write() with no full-write loop, no fsync, no cleanup on write/close error; a partial key file can remain.
partner_api_key_bootstrap.py:88: SystemExit still includes resp.text[:500].
partner_api_key_bootstrap.py:317: --key-only without --key-file mints a key and discards its only copy (documented, but unsound; should require --key-file or refuse).
docs/partner-api-key-bootstrap.md:32: example writes under ~/.config/amw without creating it; no mkdir -p -m 700 step (and note -m applies only to the last dir).
…ites
- reserve key file with O_CREAT|O_EXCL 0600 before minting; unlink on mint failure
- short-write loop, fsync, close+unlink on write error
- drop response body from SystemExit; report status only
- --key-only requires --key-file (argparse error)
- docs: mkdir -p -m 700 ~/.config/amw before writing key
