Build platform-wide emergency pause status banner and trading halt UI #1026
Description
Summary
Display a prominent platform pause banner across all trading pages when the emergency pause contract is active, disabling all buy and sell actions and explaining the halt to users.
Scope
- Platform pause state fetched on app load and polled every 30 seconds
- Full-width banner on marketplace, key detail, and portfolio pages when paused
- All buy, sell, stake, and swap CTAs disabled during pause
- Banner shows pause timestamp and links to status page
- Banner dismissed automatically when platform resumes
Acceptance Criteria
- Pause state correctly fetched and cached on app load
- Banner visible on all relevant pages during active pause
- All trading CTAs disabled with correct tooltip message during pause
- Banner shows accurate pause timestamp
- Banner auto-dismisses and CTAs re-enable on resume
