feat(meme): 表情包改为游荡中心情概率触发，移除日记收尾路径（#423） - #426

产品设计变更：表情包不再挂在每晚日记收尾（其 gate 依赖当天兴趣快照， 断供即整月静默停更），改为游荡中模型自主调用 image_meme + 工具内 心情概率门： - image_meme 工具执行最前加概率门：心情 → 概率（excited 0.6 / playful 0.5 / curious 0.3 / grumpy 0.25 / lazy 0.12 / emo 0.1， 档位对齐 speakInclination 映射）；未命中软跳过——不查参考图、 不碰管线、不耗每日配额、零付费调用，返回带心情的可观测原因并留 游荡痕迹 [gated]；rng 可注入（测试确定性） - 工具描述同步：「画不画看心情，被拒绝就换个话题别纠缠」 - 每日限额不变（默认 3 张/天，manifest 当日 qcPass 口径） - 删除 diary 收尾生成链路全部死代码：generate-diary meme 步骤与 gate（注释承诺的日记标题兜底从未生效）、DiaryWorkerResult.meme、 diary-cli --meme-enabled、CP diary-runner/scheduler/config 的 memeEnabled、env CP_MEME_ENABLED 验证：agent 635 / control-plane 550 测试全绿，两包 lint + typecheck 通过；新增概率门与档位映射测试。

游荡中概率触发（新）：
image_meme工具执行最前加心情概率门——心情 → 概率档位（excited 0.6 / playful 0.5 / curious 0.3 / grumpy 0.25 / lazy 0.12 / emo 0.1，对齐 strategy 的 speakInclination 映射）。未命中即软跳过：不查参考图、不碰管线、不耗每日配额、零付费调用，返回带心情的可观测原因，并在游荡历史留[gated]痕迹。rng注入点可测（确定性测试）。日记收尾路径（删）：原 diary meme 步骤的 gate
memeEnabled && data.interests.length > 0在兴趣快照断供时整月静默停更，且注释承诺的「日记标题兜底」是死代码。本次整链移除：generate-diary.tsmeme 步骤 +DiaryWorkerResult.meme+diary-cli --meme-enableddiary-runnerjob 字段与传参、scheduler.memeEnabled、config.CP_MEME_ENABLED.env.example同步清理限额不变：每日 3 张（manifest 当日 qcPass 口径），配额检查仍在管线内，概率门只是前置软筛。
工具描述同步告知模型：「画不画看心情——心情好时更容易成，被拒绝就换个话题别纠缠」。
验证
pnpm --filter agent test（635）/--filter control-plane test（550）全绿[gated]痕迹）、心情档位映射（同 rng 下 emo 拒 / excited 成）TOOL image_meme [mood=... p=...]日志、图鉴恢复增长（需 bigmodel 充值后视觉质检可用，见 bug: 视觉质检供应商余额耗尽（bigmodel 1113）致表情包 10/11 起全败，且失败无持久化痕迹 #424）
