Migrate 3.2.0 blog badges

Follow-up to the rippled → xrpld binary rename (#3690): brings the 3.2.0 release badges in line with the new name. Since xrpld is the binary name going forward, 3.2.0 badge labels and the blog-post slug now use xrpld.

Hey @oeggert - thanks for the review! One heads-up: the Retired badges, the "Obsolete and Retired Amendments" section, and the obsolete badge format all came from #3688, which just merged June 10. They're not actually part of this PR.

#3697 is scoped to one thing: renaming the rippled-3.2.0 blog slug to xrpld-3.2.0 after the binary rename.

As these were approved changes in that PR, how do you suggest we move forward?

Okay, let's revert #3688. In that PR we'll keep the changes you made to Amendments.tsx. Take the comments about badges and updating the retired amendment statuses from this PR and migrate them into #3688. I think effectively that means the Obsolete section and badges won't be touched at all and should reflect live site. The only changes you need to make are Change pre amendment functionality retired statuses to Yes. Once those are fixed we can merge it back to staging.

This PR will just remove the known amendments page work entirely and we can merge this after the other comments are addressed.
