nit: Can we change the cost to be unsigned to avoid this need for checking for a negative gas cost?

I like unsigned too. But cost is int64 in the engine, that is the wasmi-host-functions branch. The change should come from there.

Can you add an assert that cost < uint32_max? Should be true given the allowance check, but worth being sure.

allowance is uint32, and we return tecINTERNAL if cost > allowance, so the cast is already in range. an assert here would just repeat the check right above it.
