Addresses #2086.

Description

This PR introduces the plvt_show_settings_ui filter, allowing site administrators and developers in multisite/agency environments to cleanly disable the View Transitions settings section on options-reading.php and the corresponding action link on plugins.php.

Testing Instructions

1. In functions.php or a mu-plugin, add add_filter( 'plvt_show_settings_ui', '__return_false' );.
2. Navigate to Settings > Reading and verify the View Transitions settings section is omitted.
3. Navigate to Plugins and verify the 'Settings' link is not present under View Transitions.
4. Run npm run lint-php and npm run phpstan to verify coding standards.
