OHPC installs OpenPBS under /opt/pbs; its profile.d PATH entry only applies to login shells, and the runner execs directly, so qmgr was unresolvable and PBS setup aborted with "execve failed: No such file or directory".

Switch the three server configuration commands to /opt/pbs/bin/qmgr.

Validated: Codex review clean (verified /opt/pbs prefix against the OHPC openpbs spec); clang-format clean; Jenkins runs the container preflight on this branch.

Fixes #62

OHPC installs OpenPBS under /opt/pbs and only adds /opt/pbs/bin to PATH
through a profile.d snippet that applies to login shells. The runner
execs commands directly with the installer's own environment, so qmgr
was never found and the PBS setup aborted with
"execve failed: No such file or directory".

Use /opt/pbs/bin/qmgr explicitly for the three server configuration
commands.
