Integrate the remaining contributor PRs with maintainer corrections, preserving original commits.

Correct the development guide and executable schema coverage, use supported wallet fixtures, and align the payment contract rules for amounts, date validity, freshness, optional fields and millisecond preservation. Deferred compatibility identifiers are unchanged.
Local typecheck, changed-file lint, formatting and whitespace checks passed. Existing CI must pass on this combined branch before main is updated. The unfinished payment draft is excluded.
