Resolves conflict in SoftDeletePurgeScheduler: keeps dev's detailed PURGE_STARTED/COMPLETED/FAILED logging while adopting main's @SchedulerLock (DB-backed distributed lock) instead of the AtomicBoolean single-instance guard. Also renumbers the storage-delete-outbox migrations from main (V5/V6) to V7/V8 to avoid colliding with dev's existing V5__add_trending_activity_indexes.sql and V6__consolidate_vote_pin_type.sql.
