The devDependency upgrade PR (#3107) is pretty noisy with
write-json-filechanges. Since its used in so many packages, we should move it into the catalog first so that the upgrades are less noisy.Hopefully the dependency goes away entirely once the test/bench gets migrated to native node execution and some shared harness code.
