[Backport 13.4] [TASK] Write the TsConfig directory in CamelCase - #2110

Directory names in an extension are in CamelCase, like TypoScript, and most examples in this manual already use Configuration/TsConfig/. The glossary spelling TSconfig is for prose. AGENTS.md now says so, so the question does not come up again in a review. Backport of af56196, reapplied on 13.4 because the cherry-pick conflicted in WebList.rst: the section about noViewWithDokTypes, removed in TYPO3 14.0, does not exist on 13.4.
