Add windows phone legacy support

  • Exact v49 and v60 Windows Phone container/header metadata layouts.
  • Both requested v49 files are identical and tested individually; the v60 fixture is tested.
  • Normal World.Save reconstructs parsed sections instead of copying them.
  • A destructive test overwrites every cached parsed byte before reconstruction and still gets byte-identical output.
  • Both legacy and compact tile codecs with native RLE boundaries.
  • Windows Phone tests: 7 passed, 0 failed.
