Update decky-framegen to 0.17

Updated for optiscaler 0.9.4, along with some quality of life changes, manual patching and unpatching with file picker, idempotency fixes, and reintroduced Steam game list detection with alternate patching options rather than single wrapper script.

Community contributions also add launch args to directly write config ini changes at launch time
