feat: add ACC Spa v1 golden recording

Summary

• register immutable, hash-verified acc-gt3-spa-v1 long-form recording
• add strict machine-readable golden manifest contract and repository validator
• preserve driver-reported intent separately from source-observed lap, validity, assist, damage, pit, fuel, environment, and quality evidence
• make ACC recorder finalization restart-safe and patch only frame-count header

ACC v1 evidence

• Porsche 911 II GT3 R 2019 at Spa-Francorchamps in dry practice
• 196,724 source records and 13 ACC-completed laps across two runs
• source-observed invalid lap, damage onset/reset, pit/garage transition, TC/ABS changes, fuel burn/reset, rising air/road temperatures, and final partial lap
• immutable compressed and uncompressed SHA-256 identities

Known limitations

• one 165.713-second source gap affects completed laps 4-5
• return to garage replaced normal pit service
• ACC shared-memory tire-wear values remain zero; tire pressure and temperature still evolve
• manifest excludes unsupported tire-degradation and pit-service validation roles instead of implying coverage

Verification

• bun test ./test/games/acc/acc-recorder.test.ts --timeout 60000 - 5 passed
