This PR updates deps to use the latest version of the lti_1p3 library which adds support for LTI keyset caching. This is to improve reliability of LTI launch, which may fail under certain circumstances for some users when the keyset is fetched on every launch.
Core of the changes were made as part of Simon-Initiative/lti_1p3#36
