[ENHANCEMENT] [MER-5942] Migrate assessment attempt settings

Summary

Pass legacy assessment attempt settings through to Torus page resources.

• Migrate max_attempts as maxAttempts.
• Migrate recommended_attempts as recommendedAttempts.
• Normalize legacy unlimited and -1 maximum-attempt values to Torus’s 0 sentinel.
• Preserve Torus defaults when legacy values are absent or invalid.
• Apply the settings to assessments and synthesized scored superactivity wrappers.

Testing

• Added conversion and parsing coverage for numeric, unlimited, missing, and invalid values.
• Full test suite, lint, and formatting checks pass.
