Overview
Bumps the development version from 10.15.1 to 10.16.0-SNAPSHOT so main can accept new work after the release.

Version strings are updated in gradle.properties (VERSION_NAME), .version, and Config.frameworkVersion (reported SDK version).

CI docs deploy syncs Dokka output to s3://purchases-docs/android/10.16.0-SNAPSHOT instead of the previous release folder.

Sample and test apps (Magic Weather, Magic Weather Compose, Custom Entitlement Computation, SDK size testing) pin purchases to 10.16.0-SNAPSHOT in their libs.versions.toml files.
