Add October 2026 fee revision to policy events

On 2026-10-01 the Immigration Services Agency raised residence application fees: extension/change of status went from a flat 6,000 yen to a tiered fee of up to 75,000 yen by granted period, and permanent residence went from 10,000 to 200,000 yen. This sets the actual amounts under the ceiling the existing act2026 entry raised.
• Adds policy.feeRevision2026.title / .description to all twelve locales, and regenerates _template.ts with npm run i18n:template.
• No RESIDENT_EVENTS entry. Earlier fee changes (2025-04, act2026) have no population-table marker either, since fees don't change who is counted.

• npm run typecheck and npm run build were not usable in my environment (TS 6 baseUrl deprecation error; src/buildInfo is generated), so please rely on CI for those
