Replaced the URL for the LICENCE link, was 404 anyway due to the redirection from the old repo. Tested successfully.

Updates the governance documentation to reflect the TODS repository’s move from the Cal-ITP GitHub org to MobilityData, and removes now-outdated migration messaging.
