ci: move to the CI v2 contract - #2

- ci.yml calls the CI v2 workflow, so the required check is `ci / gate` and `make check` is the one entry point. The repo is public and cannot call the internal platform-actions reusable, so ci-v2.yml is a byte-identical copy of platform-actions ci.yml@v2. - gofmt runs inside `make check` instead of a separate CI step. - Add Dependabot for GitHub Actions and Go modules.
