ci: remove the legacy docs-truth-public reusable workflow - #95

docs-truth-public.yml checked out dev-orchestration at an old pin to run docs-truth-org.rb, which the estate control plane v2 (dev-orchestration #39) replaced and deleted. Its callers are gone (docs #283, docs_for_team #195, gitops-platform #258, mindburn-infra #230, homebrew-tap #36, helm-ai-enterprise #361). The pre-merge ledger contract script and its test served only this workflow, so they go too; ecp derives ledger rows instead. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

docs-truth-public.ymlwas the per-PR docs-truth gate: it checked out dev-orchestration at4338b9aeto runestate-control-plane/scripts/docs-truth-org.rb, which the estate control plane v2 (dev-orchestration #39) replaced and deleted.ecp checkflagged its six callers as stale pins; all of them are now removed (docs #283, docs_for_team #195, gitops-platform #258, mindburn-infra #230, homebrew-tap #36, helm-ai-enterprise #361).This removes the reusable workflow, the pre-merge ledger contract script and its test (they served only this workflow; ecp derives ledger rows instead), the Makefile line that ran the test, and the README sections that described them.
