Approved after source-truth and validation pass. The watchlist is scoped as monthly radar input, references MIN-491 and the 2026-06-08 competitor intelligence report, and explicitly avoids treating radar notes as HELM source truth or release evidence. Local clean validation passed: make lint && make test.
