add nonce attribute support to JS component

In order to make the For attribute work with inline scripts and CSP, accept an optional Nonce parameter.

I am trying to create a Pull request for this issue. The nonce I added generates in the BlazorWebApp, but then I tried adding a Blazor SSR app (interactive render mode None) to the Samples folder to test with. I copied the Home page from the sample BlazorWebApp, but that results in the following error message when I try to run the Blazor SSR app. What am I not understanding about the build process?
