Add rust-norion

Adds rust-norion to the AI Agent section.

Why it may fit:

• it is an open-source Rust project around agent runtime control, not a model API wrapper;
• it includes memory admission/recall boundaries, model routing policy, audit/status surfaces, and self-evolution loop tooling;
• it is early-stage, so the entry is intentionally factual and short.
