What does this PR do?

This PR adds loading.tsx to the app/auth directory in the client package.

Why is this necessary?

As per Issue #109, a loading skeleton is needed for the Login page to provide a seamless UX during the initial chunk load for the auth page. The skeleton mimics the login form UI (header, inputs, and button).

How was this verified?

  • Verified npm run check compilation passes in client.
