Reverts the dependency and Maven wrapper version bumps introduced in #3023 (commit 725dc151...) to restore deployability after deployment failures, by returning affected components to their previously known-good versions.
Changes:
- Downgrade multiple Maven-managed dependency versions in
pom.xml(Swagger UI, Sentry BOM, Conscrypt, tools.jackson 3.x, logback-access-common). - Downgrade Maven Wrapper distribution from Apache Maven 3.9.16 back to 3.9.11 (and corresponding SHA256).
