distro: add bg-prov v2.8.1

I have not tested whether this recipy works or not, so it should be tested by building and checking the tool at run time.

Do we need different versions for every tool? We should just have one recipe with different packages

1. bg-suite and txt-suite have some problems on v2.8.0 and v2.8.1: recipes-tests/converged-security-suite: add meta-dasharo#7 (comment)
2. Dasharo Team needs bg-prov v2.8.1 in DTS.

The recipe works, but since 9elements/converged-security-suite#413 I guess the only way to verify if the bg-prov version is correct is to check checksum:
