Minimal cross-platform CI: pins Zig 0.16.0 via mlugg/setup-zig@v2 and runs zig build + zig build test --summary all on ubuntu/macos/windows-latest. Verified locally on Windows (Zig 0.16.0, 23/23 tests pass). Live scans stay manual per issue; Docker lab untouched.
