Summary

Admins can now choose which of an MCP server's tools agents may use. In Settings › MCP Servers, each server gets a Tools setting: All tools, the default, or Selected tools only.

Why. Every tool a server offers puts its name, description and input schema into every model request. A large server, for example one with ~200 tools, can fill much of the context window even when a session needs three of them. The same setting also lets an admin keep a server's destructive tools away from agents. Today the only option is all of a server or none of it.

Local servers. These start inside the sandbox, so their tool names are typed by hand.

server-list

How it works

  • Storage: D1 migration 0086 adds mcp_servers.tool_allowlist (JSON):
    • NULL means all tools; a list means only those tools.
    • The create and update APIs accept toolAllowlist; the shared zod schema trims, dedupes and sorts names, up to 1000.
    • An unreadable stored value fails closed to no tools.
    • A server with an empty list is left out of getDecryptedForSession. Starting it would gain nothing, and older sandbox images never see it.
    • Older runtimes ignore toolAllowlist, and a restored snapshot runs the runtime that took it. The control plane withholds restricted servers from a launch on a runtime older than the manifest's new minimumMcpToolAllowlistGeneration, and a restore adds a session warning naming them.
  • Load tools: POST /mcp-servers/:id/tools connects to a saved remote server with its stored headers and returns its tools.
    • It uses @modelcontextprotocol/client: Streamable HTTP first, then the legacy SSE transport after a 4xx, as the spec describes.
    • A 15-second deadline covers the requests themselves, not only the fetches.
    • It requires mcp_servers.manage, not read, because it makes an outbound request with the server's stored credentials.
    • Errors report only the HTTP status (for example The server returned HTTP 401; check its headers), because SDK error messages can quote the response body.
  • Enforcement happens in the sandbox runtime (mcp_tool_access.py, runtime generation 75):
    • OpenCode: a <server>_* deny rule plus one allow rule per selected tool. OpenCode leaves denied tools out of the model request entirely. Built-in and custom tools a deny pattern would catch (Open-Inspect's memory_*, a repository's .opencode/tool/docs_notes.js) are re-allowed. Custom tool ids come from each file's exports, listed with the image's pinned bun (Bun.Transpiler.scan, which parses without running the file) and named as OpenCode names them: <file> and <file>_<export>. A CommonJS file, or one Bun can't parse, falls back to its file name.
    • Claude Agent: under dontAsk, only the selected mcp__<server>__<tool> names are allowed. Approvals add up across sources, such as a mcp__docs__* rule in the session's Claude settings, so a PreToolUse hook also refuses every unselected tool of a restricted server; a hook's deny wins over any allow rule. Claude Code only drops a tool from context when a deny rule names it, so unselected tools still appear in its tool list. The docs say so.

Edge cases worth a look

Both harnesses build tool names from the server and tool names, so overlapping server names are ambiguous. The rules fail closed instead of widening an allowlist:

  • OpenCode uses <server>_<tool>: with docs restricted, an unrestricted docs_extra's docs_extra_* would also match docs' own extra_* tools. docs_extra gets no allow rule, and the runtime logs mcp.tool_allowlist_shadowed_servers.
  • Claude Code splits names on __: mcp__docs__*, and even the bare mcp__docs, also approves a restricted docs__extra's tools. I verified this against the real CLI. The PreToolUse hook refuses them, while docs' own tools keep working. The other way round, an unrestricted docs__extra next to a restricted docs gets no tools.
  • Shared sanitized names: my.docs and my_docs render to identical tool names, so they share the strictest allowlist.
  • Not handled: two tools that render to the same name, such as a docs server's search tool versus a search export (tool or not) in .opencode/tool/docs.ts, can't be told apart by either harness, with or without this feature; that name stays allowed. A custom tool re-exported with export * from can't be listed before OpenCode loads it, so it stays hidden if a deny pattern matches it. Both are documented in HOW_IT_WORKS.md.

The user docs explain the overlap and suggest renaming one of the servers.

Deploy notes

  • Requires D1 migration 0086 and a sandbox image rebuild. The runtime manifest bumps the generation to 75, both harness floors and the new minimumMcpToolAllowlistGeneration. If another PR takes generation 75 first, these move together.
  • New control-plane dependency: @modelcontextprotocol/client (plus jose, pkce-challenge and eventsource). It adds about 275 KB to the minified worker. npm now hoists jose@6.2.12, which better-auth also resolves; it was on a nested 6.2.4, within its ^6.1.3 range.

Testing

Check Result
npm run typecheck, lint, format:check, lint:sql-portability, test:lint-complexity pass
npm test -w @open-inspect/shared 1113 passed
npm test -w @open-inspect/control-plane 4500 passed, 1 skipped
npm run test:integration -w @open-inspect/control-plane 2335 passed, 1 skipped
npm test -w @open-inspect/web 2346 passed
npm test -w @open-inspect/docs, npm run build -w @open-inspect/docs 44 passed, build ok
npm run build -w @open-inspect/web ok
sandbox-runtime pytest, mypy src/, ruff 1429 passed, 5 skipped; clean
modal-infra pytest, ruff 560 passed; clean

New tests:

  • Discovery unit tests: Streamable HTTP; fallback to legacy SSE (and that the cache mode Workers rejects is dropped); errors reported by status only; no SSE retry after a 5xx, a timeout or a non-HTTP failure; a tools/list response that never arrives.
  • Integration: in workerd with real D1, a fake MCP server (test/integration/fake-mcp-server.ts) covers discovery, a 401, a server that doesn't speak MCP, and allowlist round trips.
  • Lifecycle: restricted servers are withheld, with a session warning, from a restore on a v74 snapshot; they are kept on v75 and on fresh launches; an unparseable version fails closed.
  • Custom tool scan with real bun: comments and strings that look like exports, same-line and multi-declarator exports, export clauses, CommonJS and unparseable files, and the fallback to file names when the scan fails.
  • Wire test against a real OpenCode 1.18.29 binary (opt-in, like the existing ones): OPENCODE_TEST_BINARY=… pytest tests/test_opencode_reasoning_contract.py -k mcp. It starts real stdio MCP servers and asserts which tools reach the provider request:
    • an unselected tool is absent;
    • an overlapping server's tools are absent;
    • a sanitized name (my.😀notes, including a character JavaScript counts as two UTF-16 code units) is handled;
    • built-ins and repository custom tools sharing a restricted server's prefix are present, including a named export and a file named exactly like the server, while a commented-out export of an unselected MCP tool stays hidden;
    • the built-in list matches /experimental/tool/ids.

Manual checks:

  • Claude Agent: the bundled Claude Code CLI, against a fake Anthropic endpoint, confirmed that:
    • unselected tools are refused;
    • an empty allowlist removes the server's tools;
    • an approval in the sandbox's Claude settings (mcp__docs__*) or an overlapping server's wildcard does not let an unselected tool run;
    • the hook still applies when the settings set disableAllHooks.
  • UI QA against the docker-compose stack with the real DeepWiki server, repeated after the review changes:
    • load, select, save and reopen;
    • search with Select all;
    • stale selections;
    • local servers;
    • the edited-connection hint, and a reset tool list after reverting the edit;
    • error states.

Summary by CodeRabbit

  • New Features
    • Configure each MCP server to allow all tools or restrict access to selected tools. Servers default to all tools, preserving existing configurations.
    • Discover tools from saved remote servers, then search and select them; tool names can also be entered manually.
    • OpenCode and Claude Agent enforce selected-tool restrictions. Servers with no selected tools are omitted.
    • Tool-selection changes take effect when a new sandbox starts. Older resumed sessions may omit restricted servers and display a warning.
  • Documentation
    • Added guidance on tool access settings, overlapping server names, and troubleshooting tool discovery and missing tools.

Block private destinations during MCP tool discovery.

The Node host builds the control-plane app with the production route catalog and passes it to createNodeHttpServer. A caller with mcp_servers.manage can therefore invoke POST /mcp-servers/:id/tools on the Node deployment.

discoverRemoteMcpTools checks only the URL scheme before Node's default fetch connects to the stored URL. A managed server can therefore target loopback, link-local, private, or metadata addresses. The upstream status is included in the error message, which enables blind reachability checks.

authenticatedFetch does not force manual redirects. Validate the resolved destination before each request, and disable automatic redirects or validate every redirect target.

Leaving this out of this PR on purpose:

  • Only mcp_servers.manage can call this route, and those admins already choose which URLs and headers every sandbox connects to.
  • A real fix has to check the resolved address on every request and redirect, pinned against DNS rebinding. Workers has no DNS API, so that belongs in an egress guard supplied by the Node host rather than a URL check in shared code. A blocklist of IP literals and hostnames is easy to get around with DNS and would only look like protection.

Happy to follow up with a host-level egress guard in a separate PR if you want one.

@hreiten Thanks for clarifying the scope. A Node-host egress guard is the right follow-up. It should validate resolved addresses, pin connections against DNS rebinding, and enforce the policy on each redirect. A hostname or IP-literal blocklist in shared code would not provide that protection.

I accept deferring this work from #2321. The control-plane egress concern remains, but I will not press for a change in this PR.

Would you like me to open a follow-up issue for the Node-host egress guard?

Learning: In ColeMurray/background-agents, POST /mcp-servers/:id/tools requires mcp_servers.manage. These administrators already configure MCP server URLs and headers for sandbox connections. For remote MCP discovery in packages/control-plane/src/mcp/tool-discovery.ts, the intended destination-security solution is an egress guard supplied by the Node host that validates resolved addresses, pins connections against DNS rebinding, and checks each request and redirect. Do not suggest a hostname or IP-literal blocklist in shared Workers/Node code as a complete fix.

[Automated Review] Strict maintainability review. Each finding below was checked against the code. The named-export issue was reproduced against a real OpenCode 1.18.29 binary, and the snapshot-restore issue was traced through the control-plane restore path. The two correctness issues (restricted servers fail open on restored pre-v75 snapshots, and repository custom tools with named exports get hidden) should be fixed before merge; the rest are structural or cleanup.
