Adds the 0M pieces needed by ClimaAtmos #4881: a below-cloud evaporation rate for the 0M precipitation flux (evaporate_precipitation, with Evaporation0M parameters) and an updraft precipitation timescale (Microphysics0MParams.precip_updraft, τ = precipitation_timescale_updraft_ratio × precipitation_timescale). Defaults are neutral (ratio 1, evaporation coefficient 0).

…ipitation flux

- Microphysics0MParams gains `precip_updraft` (Parameters0M with
  tau_precip = precipitation_timescale_updraft_ratio * precipitation_timescale)
  and `evaporation` (new Evaporation0M parameters).
- New Microphysics0M.evaporate_precipitation: Kessler (1969) / IFS deficit-form
  evaporation rate of a precipitation flux (unlimited; limiters are left to the
  host model).
- Docs and tests; ClimaParams compat 1.3.2.
