Adds a station dashboard that keeps NASA crew/vehicle state independently of the orbital-position API, restores the Matrix header and scrolling LED on manual Ping, and opens a floating five-second live ISS preview. Ping Starlink opens an independent globe with SGP4 motion, strict operational counts, source ages, and a shared persisted two-hour CelesTrak cache.

Includes current production security/dependency updates. Railway persistence uses /app/App_Data; the entrypoint initializes volume ownership and drops privileges before running .NET.

Validation: 68 .NET tests and 7 JavaScript tests pass. Desktop/mobile and light/dark previews verified, including actual ISS video playback, LED scrolling, Starlink movement and pause/resume. Docker builds passed locally and in GitHub CI. Production ISS Ping/video, LED scrolling, Starlink propagation, mobile layout and persisted volume writes verified. PR #65 separates production station monitoring from pre-deployment CI.
