- ci: run unit tests in a python version matrix
- ci: test python 3.10 through 3.12
- ci: publish stestr results as junit
Run on pushes to chameleoncloud/* branches and on pull requests, and pin the runner to ubuntu-24.04. The matrix starts with the existing 3.9 job. tox.ini set basepython=python3.12 for every env, and ignore_basepython_conflict has no effect under [testenv], so the 3.9 job was really testing 3.12 and versioned envs such as py39 failed. Drop both, as nova and ironic do, so `tox -e py` uses the matrix python. Assisted-By: Claude Opus 5.5

Convert each matrix job's stestr run to junit, upload it as an artifact, and publish all of them from one job so results show up in the GitHub checks, PR comment and job summary. Publishing is skipped on dependabot and fork PRs, whose read-only token can't post results; tests still run there and the junit artifacts are still uploaded. Assisted-By: Claude Opus 5.5
