az ad sp create-for-rbac was rewritten during the Microsoft Graph migration. The current command guards the empty-scope and empty-result cases that produced IndexError: list index out of range, so this path no longer crashes. Please upgrade to a current CLI and retry. If you still see an IndexError, please open a fresh issue with the exact command and --debug output.
