What steps will reproduce the problem?
When avmdec processes a Leading frame with a sequence header (a copy of current SH), it marks this copy of SH as sh_from_leading=1.
Later avmdec compares the copy of SH to the current SH with are_seq_headers_consistent() and reports an error "Sequence Header changed at %s" while the only difference is sh_from_leading.
Suggested fix
Move int sh_from_leading to the end of definition of the struct SequenceHeader
Then its value will not affect comparison of sequence headers via are_seq_headers_consistent()
