incorporate exceptions in chapter 1

The right way to handle some bugs is exceptions, but we need to introduce them. iirc, @pearcej has some text (which book?) which can likely be lifted.

@pearcej @wrigjl A good place I found to introduce exceptions in chapter 1 is chapter 1.10. This is because by this point, the reader has learned about function definitions, parameter passing, and overloading. A good next natural step is discussing how functions handle errors, which is where exceptions fit in. Is this okay to both of you?
