Description of the new feature / enhancement
When making microtonal (or simply up- or down-tuned) music using OpenUTAU, it quickly becomes cumbersome to manually edit the pitch bend parameter note by note. It would be good if the user could specify the base note pitch relative to the default (A=440, 12-tone equal temperament), so that the notes center upon the proper pitch, and copying and pasting the notes also preserves the proper pitch.
Proposed technical implementation details
Like how FL Studio can allow users to specify a "fine pitch" per note, enable OpenUTAU users to specify a "base pitch" per note in cent increments, separately from the PITD parameter.
Maybe you could coordinate with https://github.com/takunnma5286/OpenUtau_microtonal to see how they implemented microtonality.
