Allow installing rustup components with additional_dependencies.

Some components such as clippy, rustfmt, miri, etc.. Can't be installed as additional_dependencies as it supports only local dependencies, cargo dependencies or git dependencies.

I'd like to have a way to install rustup components.

This would be a workaround for the specific use-case described in #2738.
