harmonic analysis info in fort.15 causes crash without good error message

harmonic analysis is not supported yet, but right now when a fort.15 file includes harmonic analysis information, the code fails to read the fort.15 file properly and crashes without giving a good error message.

An appropriate error message should be generated so the user knows what the problem is.
