view 2.0 initial commit

Motivation:
Starting point of the dCache view migration to REACT and TS

Modification:
Added:
- new vite project with react frontend
- folder/project structure
- modified dummy frontpage
- dummy worker module
- vitetest and dummy test
- ReactRouter (for organising pages)
- integration with maven

Result:
A starting point for the migration
