bug: Tab doesn't move focus into formatting toolbar macOS Safari

What’s broken?

Pressing tab repeatedly never moves the focus inside the formatting toolbar.

What did you expect to happen?

Focus moves inside formatting toolbar.

Steps to reproduce

1. Go to the minimal example.
2. Add some text.
3. Select text to make formatting toolbar appear.
4. Press tab several times - at no point does the focus move inside the toolbar.

Environment

Safari 26.5 on macOS 26.5.1
