Can we merge UKCA CONTRIBUTOR_LIST.txt with CONTRIBUTORS.md #564

UKCA went to a BDSD3 licence well before the switch to github. We now have two lists of contributors to UKCA repository. I think it would make sense to migrate the existing list into CONTRIBUTORS.md but there might be some legal stuff that might mean we cannt do this. I think there should only be one contributors list though, so we probably want to retire the older version at some point. |

You'll likely need a conversation with Legal on that one. A quick look at your repo seems to suggest that UKCA is now subject to the Momentum CLA, which means the terms of the CLA will have changed (if indeed one was present before). It would likely be unwise to combine the CONTRIBUTORS_LIST.txt file with the CONTRIBUTORS.md file as they haven't signed up to the new terms and I can't see a copy of the old ones (or record of what they were).
