Shouldn't this toolbar appear only on selection? Just like other text editors?

Right now, the default behaviour is to show the toolbar when text editing is enabled (eg., double-click).

Similar to other text editors, There is no point of showing toolbar until unless something is being selected IMO. WDYT?

Yeah, I think it makes sense, but if we want to support this as built-in functionality (you can always integrate a custom RTE), I'd do it via a new RTE config option to avoid an unexpected UX change for existing consumers.
